This is usually an uninstall error.
If you haven't done so yet submit an Emergency Support Email Ticket from the Support page on the main web page. MTUSupport should be able to get you straightened out and installing. When you download, don't click on RUN. Use the SAVE button and save a copy to your computer. Do this for both the 3.321 and 4.20.

While you are waiting, make sure to do all the Custom Updates from Windows. Namely the .NET framework. Then do all of the other tweaks that are listed in a previous message. ESPECIALLY turning off the UAC. Bothe of these can cause that error.
