Is this on Vista? I ask because the phantom drive may be a virtual drive set-up through another program (Slysoft CloneDVD, CloneCD, etc.). I am not sure just how to turn this off short of removing the program as I don't use Vista but I am sure you can research and find it.
Re-installing Hoster will not help as the problem is not in Hoster.
