The Read function and the Burn function are two separate operations. The read function uses a low level laser to illuminate the sectors so the sensor can read the data. The burn function uses a high level laser to burn or chemically change the disc to reflect the data being stored there. These lasers are two separate components.
Do you mean you can burn DVD discs with the Plextor through another program?

Yes , I was able to burn a dvd copy with my plextorPX-716A.

Sounds like then the circuitry that controls the write laser may not be working right. After you burned the DVD did you test it to see if it worked? I don't know what you burned to the DVD so hard to say what kind of testing you need to do.
If this is the case you can try contacting Plextor to see if they can repair them. I doubt they will and I don't know of anyone else that works on the drives. Like everything else in electronic components they are essentially all throw aways.
If you want to replace them I would suggest MTU's drives as they test every one before they ship them to make sure they will read CDGs. NEC/Sony Optiarc are the drives they use now since Plextor stopped supporting CDG (at least they have stopped listing it as a supported format).

I copied a DVD Movie. I'll just get a new one .

The Plextor PX-716a continues to be the best burner I've ever owned. Be aware that the Plextors after 760 will not read CDG. Are you using firmware 1.11? If so then I guess it may be time to replace..

I have two plextor PX716A drives, I use one for reading and one for writing and I'm using it to burn a CD-G. When I burn it stops at 20% still and fails to burn. When I use a DVD copying program DVDfab one DVD movie disc and a DVD blank disc iin the drives and t successfully burns a copy. Still I don't know why it doesn't want to burn CD-G from microstudio. I also upgraded the firmware to 1.11 on what was posted on plextor website.
