Each release download is a complete program. You don't have to get every release between your current and the latest. And there is no way for you to get 4.07 now anyway.
Besides 4.07 was withdrawn because of major problems with missing code and you wouldn't want that one any way. As far as MTU goes 4.07 was a non-release and 4.08 is the corrected 4.07 with all the code in it.
