You cannot change the location of the songs.mdb database file and never could. The only thing you can change is the location of the song files (.KMA) by using the "Select Folder" and "Remove Folder" buttons at the top of the Build Database window.
If you have changed the Import location to the external, then that should already show in the list of locations as it is automatically added when you change the Import location.

i can assure you that in the version i've been messing with up to now, i was able to define the location of the songs.mdb. i are you saying that i can't put the database on the external hdd? :: sigh ::
i have the kma location set to D:, which is the external hdd. the database location, displayed in green text at the bottom of the dialog, is still showing as C:\MTU\Hoster.

What you were changing previously was the folder location of the song files not the location of the "songs.mdb" file which was located originally under the Program Files area before Vista (BV?) but is now located in C:\MTU\Hoster\. This is the location shown in green near the bottom of the Build Database window.

again, i am in no way confused or wondering about this. the database location could be manually defined. the database files were on the external hdd previously.

Ok, but for versions at least since 3.301 when I started, that has not been possible, so no you cannot move it to the external. If you want to make a copy to keep on the external for safety (backup) but it won't work from there.
If I remeber correctly this was a client that had the whole program installed on his external drive? In that case yes the database file would have been there too.

no, his original rig had everything on the internal drive. for his new one, he wanted to be able to run it with everything installed on the external, but that was deemed unfeasible. so i had the program installed to C:, but everything else on the external. and his version is 2.219
