Make sure you have all the Windows updates.

To do this use the Custom update rather than the Express from their update web page. The Express update will only install what Microsoft thinks are "critical" updates.

The .NET FRAMEWORK is critical and needs to be installed for sure. Thenewer Microstudio requires it be installed.
