My best guess would be in the control panel Multimedia, but the best thing for you to do is check with Toshiba. I hope you aren't expecting great sound out of the laptops speakers. I have had a couple of Toshiba laptops and the speakers really aren't that good. If you attach some external speakers you will get better sound.

Running through mackie 1200 watt pa so no problem there. I have also checked the sound card sampling speed an thats in its highest position.

then the next step is to get all the Windows updates. To do this use the Custom update rather than the Express from their update web page. The Express update will only install what Microsoft thinks are "critical" updates, but there is more that needs it. Also, check Toshiba web site for any hardware driver updates.
