Buying files not cds?

Well the thing hat aggrivates me is I know for a fact that a person in my home town a big competitor has (barrowed) cds from another guy to pad his book. I am tring to keep everything legal as I have to his point. I called sound choice to tell them about this and they basically told me they dont care. They Wont return phone calls and when I do talk to somone they tell me that if I dont have proof I cant do anthing. I know his (barrowing is illegal) I am tring to do it right
