That's not a bug....it is a typing error. The sort command has to use what you put in the box and "311_" (underscore representing space) and "311" are not the same. I found this does the same thing in MS Access too. A space in front of the first word will do the same thing too and those are the hardest to find especially with a proportional typeface. The extra space usually happens when you cut and paste, picking up the space after the last word.
All you can really do is be careful when you cut and paste.
