It shows how the points are earned and how they can be set.
It also states some reasons as to why it is not highly recommended.
The Rep Power is an option that can be turned on or off and also be edited by the adminintrator of this website, MTU.

It also states User reputation can be a derisive element of your forum so great care should be taken before a decision is made to enable it. .
So you see Rep Power is an option that can be turned on or off and also be edited by the adminintrator of this website, MTU. This is right from the horses mouth

There has been much debate over the rep points and they may have been removed while MTU decides whether it is a good idea or not in the long run. So long as MTU continues to value our input on their products, I don't mind one way or another whether rep points are given. MTU's commitment to quality is the cornerstone of their corporate philosophy, so it is inconceivable they will ever stop asking for our feedback.

ADMIN has control over this. He found Yesterday, that with that turned on it was slowing the Forums to a crawl. He disabled it so the forums came back up to speed.
