This is going to be due to Video Drivers or DirectX. Please make sure that your Video card supports DirectX 9.0 in its drivers, do this by going to the Manufacturers site, and downloading the very latest drives for that video card. If the drivers don't support DirectX 9.0, then the card will need to be replaced to a newer version card that will support this.
Also make sure that you have DirectX 9.0 Installed on the computer for the Operating System. This can be done from the Windows Update Site, which is located at Start Menu\Windows Update.
