Also try disabling touch pad if you use the mouse only!

On my Dell, I can't figure out how to disable it, but on my HP, I keep it disabled and it still does it...!!!

On HP, go into the Contol Panel and play around with the different mouse settings. Or Search the HELP for your specific problem.
