Have you checked the following...

01 - Your headphones are working correctly.
02 - The volume control dial is not set to off.

headphone no audio

I suspect I know the cause of your problem...
It is likely that the software you are using is reading the info off the disc as data, not audio. Most programs that playback CDG read in this manner in order to decode/display CDG. The Audio D/A conversion is done outside of the drive, therefore no audio will be present at the drive's analog audio out's, including both the headphone jack and the rear connections on the drive.

Try playing the disc with the windows standard CD player (Start-programs-accessories-entertainment-cd player).
If your headphones work this way, this is the problem.
