Is it greyed out?
Have you done all the changes required for Hoster from this link including turning the UAC off?

Only other way I know of to get to the sound card accelleration is the control panel Sounds and Audio Devices. Then on the Audio tab click on advanced under the playback device. Go to Performance tab.
