4.06 4.09 slow to load

Can anyone tell me why Hoster is slow to load? I have v4.06 (Windows Vista Home Premium, Dual Core 1.8Ghz Processor, 2Gb RAM). I had put it down to Vista, until my brother told me last week that he had recently upgraded to v4.09 from v3.21a (Windows XP) and now was having the same problem
