Downlaod link only gives me 2.611
It says that if you own 2.6xx you can get the free upgrade by clicking your download link. When I do this, I only get version 2.611

Those links were to the old store and are unable of being updated anymore. You can now go to this FAQ to see how to get into the New store to get any updates, you are entitled to: http://www.mtu.com/support/faq/faq-website.htm

You can ony get this update if you have purchased within the last year.
