Angry error write command failed

I have tried everything to burn a cd from the hard drive. I did it a long time ago, so I know it is possible. Recently I had to reinstall the software and now I just can't get it to write a cd.
I went to the forum for help and did everything it said.
I am running windows 98.
I have a HP 8200 plus, which does read and write cdgs.
i loaded the lastest aspi driver on your site.
i removed the adaptec software.
I shut off auto insert notification.
I enabled dma.
I made sure sync data transfer was on.
i am running version 2.314.
I ran scandisk and defrag.
i continue to get the same error: error write command failed on device 1:0:0. Read/write error on bad medium detected. 04h oo4 02h 03h 73h 03h
I have the current version of aspi drivers.
Please help, i have wasted at least 6 disks trying to get this to work.
I know it is possible. I have made two disks last February.
