I am guessing you mean plextor. I would check thier support site for new firmware for your revision\model of drive. I looked up there they other day at random drives, saw many that fixed similar issues.

In plex tools under Drive information, check to see the bottom left hand corner for current firmware. Check that against the site to see if there is an update.

The Plextor Drives are USB 2.0 Devices, if you don't have an addon card installed in your computer, that allows you to support USB 2.0, then you will be using USB 1.1. If you are plugging a Plextor drive into a USB 1.1 port, it will only read at 6x, and write at 4x.

This is what you problem is. Your computer is an 800MHZ, this was before USB 2.0 was released. So it is not built onto your motherboard.

The Internal drive was inside the computer, and would work alot faster for sure, no matter what the speed of the drive is.

What you need to do is have a USB 2.0 card installed into your computer. If you look on the Plextor box or in their manual it will also tell you this.
