Like said, a single VGA output will only display 1 signal. This is not a converter to change that single output, this is a separate USB external graphics card. Which can act as a it's own card or an addition to the built in.
But with a PC, i'd just opt for a new video card that already has a dual display capability, just as cheap, easier & no external devices hogging up USB power/ports.
