Question Clarification in Hoster Manual

Disable System Restore - Start > Settings > Control Panel> System > System Restore Tab. Tick the "Turn off System Restore on all Drives". This is a static function that only triggers when a new program is installed or modified. You DO want to be able to restore to a prior state before you install a new program that may "break" Windows.

I'm not quite sure what the Hoster manual excerpt above is saying. It is telling you to Disable System Restore but then it states in red that you DO want to be able to restore to a prior state before you install a new program that may "break" Windows.

How would you do that if you disable this feature?
