Note: I have not changed any configuration settings since receiving the Notebook. I also updated and imported CDGs on my XP desktop prior to updating the Notebook. I can still import CDGs on my desktop. Possibly 4.11 has instructions to change some settings, but since I didn't have to on my desktop I didn't on my Notebook.
It is not a problem in 4.11 itself and no added settings for installing it.
Have you kept up with the Custom Updates from Microsoft?
Have you done any of the Hardware updates from Microsoft?
When Hoster looks up a disc it looks for the disc number (not the same as the DiscID) which is located in one single sector that is outside the normal data area of a disc. Then it searches the databases for that disc. If it finds it then it fills in the track information. None of this is coming from the disc except the disc number. When you hit import then it tries to read the disc Table of Contents to find the start and end point of the track, finds the track and imports it.
So, the problem could be one of several things. Dirty, scratched or warped disc would be the first thing I would check.
Depending on the environment the laptop is used in the drive may have gotten some dust in it. To clean this use a drive cleaner disc.
