Looks like there was an MSI.DLL change on the XP Installer for Service Pack #1. Obtained this information:

MSI.DLL Version

2.0.2600.1106 Windows Installer 2.0 Released with Windows XP Service Pack 1

2.0.2600.0 Windows Installer 2.0 Released with Windows XP (Home and Professional)

1.20.2405.0 Windows Installer 1.2 Released with Office XP Professional and as a redistributable.
