Have you tried another TV? Plugged the TV into the same power strip as your computer? It may be another appliance / coming through your plug in your laptop is plugged into. I would put a ground lift on a power strip, & plug both the TV & PC into the power strip & see if it goes away. These kind of problems are the worst, cause it's not usually your equipment, it's something else in the building.
