I finally got it through my thick head

followed instructions & discovered I have .NET 3.0 - that's what came with my HP Vista 6 months ago. And, I have never had a problem with any out-of-sync, display or video issues. I first installed 3.316, then 3.321 & now have 4.03. (Haven't tried 4.05 on Vista yet, but working good on my 6-year old XP)
