No offense but why would you want to take any song more than 1/2 step off from the original tuning? !/2 steps are standard steps in music ie... G to G# then G# to A etc... There should be no reason to use smaller increments, none that I see anyway.

N0ot sue either, but I have heard of some that use quarter tones for tuning their guitar.
