Upgrade from what version?

It looks like the problem is with the setup file itself - and/or the installer (installshield?), Not the Hoster program.

Possibly a corrupt download, redownload Hoster setup.

Which dotnet runtime do you have installed?

Did You Get This Fixed I Still Have The Same Problem Cant Get It Fixed
