LKV-2000 Converter Problem?

I am running a Dell Inspiron 1545 with Vista with 4MB RAM along with an ATI Mobility Radeon HD 4330 display adapter. I'm using Hoster 4.11 and an LKV-2000 video converter.

When I hook everything up and connect to my second display (an older T.V.), all I get is vertical color bars and nothing else. The system shift is set to NTSC. Any ideas???
