Use search after you rebuild with all your files and look for 9439. My bet is it will list a bunch of files as 943901, 943902, etc. and they will not have the diskid of XYZ0094. That is why it is telling you that 9439 is in use. What type of file are you trying to re-import? What is the file name? Try it again but this time leave the BookID as 94 and click the "Add Files" button to list the files below. My guess is it will show all files with that DiskID marked as Imported with the exception of Track 39 which you deleted. That track should show as Ready. By the way you don't need to rebuild the database to blank when you do this. In fact if you are replacing a bad file you do not even have to delete it out of the KMAs. All you need to do is point the Import screen to the folder where the original is, uncheck the Hide Imported Files button, set up to the correct format of the filenames, enter the Brand and DiskID (BookID should fill in automatically) and click Add Files button. That will list all the files under that DiskID and all marked with Status of Imported. Find the bad track and check the box at the left which will change its Status to Ready. Then click Import button. The file will be re-imported and will replace the bad KMA file.
