Changing/adding new language or Style?

Is there a way that we can add/change languages or styles in the dropdown menus. I am very familiar with Access and I know that this is in the Access file, however (I imagine) that these files are locked under a password so people wont make changes

or mess up the program

Is there an "Easy" way?
