Static Noise

I wasn't sure where to post this, well here goes:

I had problems with my laptop (hp, 512mb ram 3.2 P4 hyperthread CPU)producing loud static.

So, I replaced it with an HP, 1gb ram ,duo core 2.1 centrino. Still have the same problem just as loud. When I use my amp and/or non-powered mixer or straight in to the Amp. Using either with the onboard sound or an iMIC usb sound device.

I have tried different combinations of equipment to ensure it wasn't the amp or the mixer adding the noise.

When I unplug the power cord on the laptop I remove all the noise and it's quiet. (same happened on the original laptop)

I read an old thread that mentioned somethiing about a ground loop (grd loop what?)

I'm not a pro KJ but use hoster, it's just a hobbie for use at home or family functions.

Can anyone help ?

Thanks in advance.
Bob
