microstudio 2.4 wont install

i uninstalled microstudio 2.31.5 from add/remove
when i tried to install microstudio 2.4 i got the message
an error during the move data process:-1612
i am running windows 98se
neither version will install now. everything else is working on the pc. ............what should i do
