This really doesn't make any sense. If 4.06 will run then 4.08 should, because all the changes/fixes in 4.08 are in the background and no new added features. All it was for is to stablelized Hoster and fix some of the know bugs from 4.06.
When you tried to open 4.08 were you getting any error messages or was it just not doing anything? You don't say anywhere whether you are running XP or Vista?
