Check the pins on the S-Video cable and make sure no pins are bent (i.e. not making contact) also what length S-Video cable are you using, and are you going direct from s-video to s-video or are you using an S-video-to-Composite(RCA) adapter? I've Had all three of these scenerios occur to me at one point or another:

Too long of a cable might not allow a strong signal to travel it's length (usually a cheaper quality cable might do this, or if the cable goes bad, yes, it does happen) Try a different cable...

Svideo-to-Composite(RCA) adapter might be faulty, if possible try a different one.

Are you going directly into a TV or through a switchbox?

Worst case scenerio is it could be your video card, I have one machine where the s-video output went bad, and like you only passes B&W, fortunately for me I had my second 'VGA' output on the card and a VGA to TV adapter.
