My registration has been reset,; next step?

I have been emailed by MTU Support saying that my registration has been fixed so I can now reinstall Hoster
on my new machine (Shuttle).

Does this mean I can take my 3.312 upgrade exe file(I'm assuming it's a full program w/upgrade here) and install it on the new machine;

OR

Will I have to have the new machine online to install?
And what exe file do I use to install on the new?

Bryant, easiest way would be to have it online, but you can also use a USB memory stick to go back and forth to a computer that is online for the registration.
The file you use is the one you downloaded from your store account when the upgrade came out. Should be hoster3312setup.exe
