Key Change Question

If I know the song's key is in "C" based on the information at the start of the song, how do I change the key to a specific key I want. In other words, when I go one up, or one down using key change how much change is made to the song's key?

-1 would be 1/2 step down, from C to B, or B to Bb, Bb to A, just the opposite with a 1/2 step up.
