when i buy the new upgrade would the 4.0 ( in the future, i'm looking forward to ) be a free upgrade? and if i dont ,this is a pre-mature question ) any idea how much would it be to buy from 3.317 to 4.0

If I remember correctly, if it is released within 30 days of your purchase then you may get a discounted price. Otherwise you would have to pay the Upgrade price again.

do we have to have 3.318 to be able to upgrade to 4.0 whenever that would be, it's probably worth paying for if it will do what they say it will do

Currently you do not need to have any previous versions for the latest version to install, so no you don't have to have 3.318 to install 4.000 when it is released. You will have to purchase it though as it won't be a free upgrade for anyone.
