pre-purchase advice

Custom making new PC. Need advice on what software and hardware to use to do the following:
(1) Play VCDs, Karaoke VCDs and VHS Tapes on computer and
(2)save on HD, re-arrange them, edit them and burn them to make new VCDs and Karaoke VCDs which can be played on stand-alone players in the home.
Have no experience at all what software and hardware I should use.Any feedback welcome. Thanks.
