wobbly graphics

i can add an external monitor on my laptop and i don't have any problem with the graphics, but if i connect it to a tv it will work for about 10 minutes and the graphics starts getting wobbly..i don't have a video out on my laptop so i am using a video tuner with a video out..can someone tell me what's wrong ..or do i have to get a new laptop..
