VERSION 2.506 download error

I've been trying to download microstudio version 2.506 and since the computer that has it installed is not connected to the internet, I followed all the instructions for using a floppy (yes, I clicked on FINISH before removing the disc) and I got this error message-

RUNME.EXE-Application Error
The application failed to initialize properly (OxcOOOOOO6)
Click on OK to terminite the application.

I then deleted the older version thinking the newer version wouldn't write over it. I tried differant floppy discs also, just in case I had a bad disc.

After going through this process a few times. (1) Installing from a CD. (2) Writing to a floppy and clicking on FINISH. (3) Putting the floppy into a computer connected to the internet. (4) Clicking on RUN ME. (5) Waiting about 4 to 5 minutes while it downloads.
Now I'm getting this error message-

The application has failed to start because WINHTTP.dll was not found. Re-installing the application may fix this problem.

I have no idea what to try next.
