Hoster Install problems

I I ordered the software saturday and downloaded it fine
when I run the hoster21127setup.exe
it starts the install and then I get an error message
A box comes up and said:
UNHANDLED EXCEPTION
ERROR NUMBER: 0x80040702
DESCRIPION: failed To Load DLL: _isuser

SETUP WILL NOW TERMINATE
OK

I have no idea even downloaded the software a second time from
MTU site and burned it to disk same thing into a new DELL computer can anyone help...
