How to include picture as part of Profile
Is this restricted to certain members?

No. However the size can be no more than 100x100 pixels or 512 bytes whichever is smaller. That is very small and does not show anywhere except in your profile.
What you see in the forums is those guys have added pictures to their signatures and the pictures are stored on their web sites.

Like Dale said the profile pic doesn't display in your posts. Signature pics will display and they can be 200x300 or 19.5kb -whichever is smaller (my pic is 200x160 and about 8kb). You can either upload from a url or from your computer.
