DOWNLOAD it and see if it makes a difference. If you have it, no harm will be done. If you don't, you need it to run Microstudio 4002. You can't assume you have all the necessary updates just because windows doesn't see a need in your pc. That's why I linked you to the .NET FRAMEWORK download page.
