Alan,
Ddraw.dll a part of DirectX which is needed to run MicroStudio. Yours may be corrupted.
You can download a new version
from here.
As George stated, you don't need to be running a previous version to install 2.604
but it will require a working DirectX.
DirectX latest version is 9.0b, make sure you graphics card supports it.
