Basicallyyou are showing the same thing on both the monitor and the Bar's TVs. If your monitor can accept coax input you should be able to work all off of the booster.
To go from S-Video to RCA you will need an S-Video to RCA cable. Be sure you have the right S-Video though as there are two types. One is 4 pins and one is 7 pins.

Also be sure you have set your computer up for the secondary monitor.

For mine I go Svideo to RCA out of computer to my mixer (VocoPro) which has video in and out for up to 3 devices. From there I go RCA out to a Radio Shack amplifier and then out to my monitor and the Bar's large screen TV.
