Can I just uninstall it on the machine I am replacing so I can install it on the new one?
This does depend on which version you are using. If you are using 4.07 or higher then yes you can uninstall on one and install on the new one. If you are using older one then you need to uninstall on one then submit a Support Ticket to get the old one removed. So what version of Hoster are you using?

For the new laptop, make sure it has at least 128MB set aside for the video. Laptops unfortunately have inherent problems because they use "Shared" memory for the video card that is unless you buy a very high end (read expensive) one that has dedicated memory for video.
If you are going to use any version 4.00 Hoster and Windows 7 be sure to do all the changes listed on the following link before you install Hoster.
