4096 is the maximum and you can't set the minimum and maximum both to this. It defeats the whole purpose of having a minimum. The minimum needs to be set low and XP will add and use space as required up to the maximum.
The question is what Service Pack are you using? If you aren't using SP3 then your maximum is 4096. I just tried mine and set it above 4096 without a problem.
In fact Joe considering all the things you are reporting, how about doing a System Information run and copying and pasting the summary page here in a post. This would make it a lot easier to figure some of this.
