In Virginia, all hard liquor is sold by the state in State controlled ABC stores, but a bar/restaurant cannot buy their liquor "over the counter", instead they have to make their purchase through the state mandated requirements. You pay whatever price the State decides to sell it for, or, you don't get it. Silly, but true. The state of Virginia sells you the alcohol, then locks you up for drinking too much of it. Only in America.
