You would have to hit another 100 mark before it gets disabled again.
The message you are getting is being generated by Windows. Does this happen immediately or waits a while before it triggers?
You contact support by explaining your problem in a support ticket. Be sure to tell them that you have done all the custom updates from Microsoft and have run the System Care.
I will say that your RAM is borderline minimum for 4.10 but this would not cause a crash just extreme slowness.
