I did some testing for you.
Let me rephrase everything just to be clear, my last post didn't sound good when I read it back.
You can not resize or move the preview window while a song is playing in the playlist if the Show Display is full screen. When the Show Display is full screen, adjustments to the Preview Window have to be made when a song is not playing. If the Show Display is not full screen (you can see a border all the way around it), you can move and resize both the Show Display and the Preview Window while a song is playing in the songlist. (Of course The Preview Window has to be undocked.

This applies to a computer without a second monitor hooked up but with the show display full screen on the computer monitor, you won't see anything else.
If you double click the Show Display while a song is playing in the playlist the song will restart, not a good thing when somebody is singing.
