Open Windows Movie Maker, set it to point to the folder where the pictures are and add each one individually to the timeline at the bottom. Then you can also add an audio file (WMA, MP3, etc.) once you have the pictures in place you need to set the time for displaying each so they don't flash through so fast you can't see them. You can also set transitions in between as well. When you have it like you want it then save as a WMV file.
